China: IMPORTANT - new requirements for airline boarding to China: certified negative nucleic acid and IgM antibody blood test result required
    31/10/2020 18:00

    Chinese consulate informs:

In order to reduce the cross-border transmission of COVID-19, from 6. From November 6, 2020, all Chinese and foreign passengers traveling to China must take a nucleic acid (PCR test) and IgM antibody test and apply for a green health code with the HS mark or a certified health declaration form before boarding the flight.

The specific requirements are as follows:
    I. Testing requirements:

    1. Air passengers traveling to China on direct flights must have a nucleic acid and IgM antibody test performed at a testing institution in Germany within 48 hours prior to boarding. After receiving the certificates of negative results of both tests, they must submit them to the Chinese embassy/consulates (based on the consular district of the test location - see below for contact details) and apply for a green health code with the HS mark or a certified form for a health declaration.
    2. Passengers traveling to China on connecting flights must undergo a nucleic acid and IgM antibody test within 48 hours before boarding the aircraft in Germany and then undergo both tests a second time in their last transit country within 48 hours before boarding the aircraft to China. Passengers must apply to the Chinese embassies/consulates in BOTH countries (Germany and the last transit country) for green health codes with the "HS"mark or certified health declaration forms with their certificates "of the negative results of both tests.
    3. Regulation applies to passengers in transit in Germany before their flight to China: please note that no tests are currently available at the Centogene test centers at Frankfurt Airport. Passengers are advised to exercise caution if they choose to transit in Germany. Please inform yourself in advance about the German entry restrictions for foreigners, apply for a visa for Germany if necessary, take the nucleic acid and IgM antibody tests a second time after entering the country, and submit your passport;and IgM antibody tests a second time and present the certificates of the negative result to the Chinese embassy/consulates in Germany to apply for a basic health code with the HS mark or a notarized health declaration. There is a high risk of being stranded at the airport or even sent back to the place of departure if the entry requirements are not met.
    4. II. Chinese passengers applying for a green health code with the "HS"mark:
Chinese passengers need to upload the images of their negative nucleic acid and IgM antibody test results, which are checked and verified by the Chinese Embassy/Consulates in Germany, to the WeChat Health Code app. They will then receive the green health code with the "HS"sign. Passengers must present the green code within its validity period to airlines flying directly to China before boarding.

III. foreign passengers who apply for a certified health declaration:
Foreign passengers must send the scanned copies of their negative results of nucleic acid and IgM antibody tests together with their passport information page and the signed health declaration form to the Chinese Embassy by email;Passengers are required to send the above information by email to the Chinese embassy/consulates (based on the consular district of the testing location), who will check and verify the above information and return the notarized health declaration form to the passenger by email. Passengers are advised to print out the form and present it within its validity period to airlines flying directly to China before boarding.

      IV. Reminder:
Please read the requirements carefully and follow them accordingly. Failure to provide the green health code with the "HS" mark or a certified health declaration form with negative nucleic acid and IgM antibody test results means that you will not qualify to fly to China and must change your itinerary. For the convenience of getting tested, the Chinese embassy/consulates in Germany have not designated or authorized any testing institutions. Please inquire with the testing institutions about the testing methods, the content of the reports and the average time to delivery of the results.
From 6 November 2020, all Chinese and foreign passengers bound for China who take the tests at Centogene test centers at Frankfurt Airport or Hamburg Airport must also apply for a green health code with the "HS"mark or a certified health declaration.
If you are traveling to China with connecting flights, you will need to test twice. Since tests are not available in the transit zones of major airports in transit countries, please be careful when deciding to take a connecting flight to China. Passengers are advised to check with the Chinese embassy or consulate in the transit country for the latest guidelines on nucleic acid and IgM antibody testing and entry requirements, and apply for a visa if necessary, to avoid being detained in transit countries due to refusal of entry or lack of a valid health code or health declaration.
