European Union: New info app on health situation, quarantine and travel rules in Europe

As of Dec. 14, 2020, interested parties will be able to download the new EU Corona app on their cell phones with the most important information about COVID-19 in the EU member states and Iceland, Liechtenstein, Norway and Switzerland. Users receive up-to-date information on the health situation, quarantine measures, testing requirements and Corona warning apps. The app is available for free on all Android and iOS devices.

China: Addition of a confirmation of urgency

The Chinese Consulate announced:

As of Dec. 11, 2020, the following document must be added to visa application documents:

Confirmation of Urgency

• informal, issued by the inviting company in China
• in Chinese language
• Explanation of the urgency
• justification for the choice of the traveling person
• colored, clearly legible copy

The confirmation of urgency will be issued by the inviting company in addition to the invitation.

China: Introduction of online authentication of the health declaration

Chinese embassy announced:

Due to the latest regulation of the Chinese government, foreign passengers travelling to China on scheduled flights from and via Germany will have to apply for the required health declaration online from November 16, 2020. Applicants are requested to register via PCs or smartphones at http://hrhk.cs.mfa.gov.cn/H5/ (keep username and password safe for later login) and complete the online form with requested information, report health status and upload negative nucleic acid and IgM antibody test results. The Chinese foreign representatives in Germany will check and certify the documents. The authenticated health declaration (electronic version) will be sent to the account registered by the applicant, in the form of a QR code with an "HDC" mark (see appendix). This green QR code must be presented on smartphone or in printed paper form when boarding.

ATTENTION: As of November 23, 2020, the printed version of the health declaration, previously applied for by email and returned stamped, will no longer be accepted.

India: new guidelines announced for arriving foreign travelers

India Ministry of Health and Family Welfare announced:

• Individuals traveling to India must submit a self-declaration form either through the online portal at least 72 hours before their scheduled travel time or physically upon arrival at the appropriate health counter.
• International passengers arriving without a Reverse Transcription Polymerase Chain Reaction (RT-PCR) negative certificate and who wish to seek an exemption from institutional quarantine may undergo RT-PCR testing at airport facilities.
• International passengers arriving without an RT-PCR negative certificate and who are not opting for RT-PCR testing at airport facilities, or who are arriving at airports where RT-PCR testing facilities are not available, will be required to undergo a mandatory seven-day institutional quarantine followed by a seven-day home quarantine.
• International passengers arriving at seaports or land ports will be subjected to the same protocol, except that the online portal is currently not available to these passengers. Instead, they will need to physically submit their self-declaration form to the authorities at the seaport/land port upon arrival.
• Indian states may impose additional sets of restrictions based on their own field assessments.

Effective immediately, two letters of invitation are required for visa applications:

1. a ministerial invitation (PU invitation),
2. a letter of invitation from the inviting organization/company in China, explaining the urgency of the assignment and the necessary visa issuance
